**No Input Form and no `submit.php` were produced.** This run is a *summary of pipelines*, not a
client decision capture: there is no CLIENT INPUT section because there are no open decisions for
the client to make here. Generating a decision form with no decisions in it would be a hollow
artifact and would put an empty `$expectedKeys` on the server. The briefing is the deliverable.

Consequently `_handoff.json` is written with `client_decisions_captured: false` and
`status: draft`, which is the honest state.
